TelCoa thanks U.S. Representatives Jim Himes, Rosa DeLauro, and Elizabeth Esty for introducing the Multi-State Worker Tax Fairness Act, H.R. 4085, 113th Congress. We strongly support this crucial legislation. The bill would finally eliminate the telecommuter tax, a steep penalty often resulting in double taxation of income that interstate telecommuters earn at home. The telecommuter tax unfairly burdens telecommuters and their employers and limits telework adoption. Congress must make the Multi-State Worker Tax Fairness Act law! Monica Babine is a Senior Associate at Washington State University (WSU) where she leads the Program for Digital Initiatives which focuses on telework and other digital technology applications and projects. Her program received the 2011 Telework Exchange Tele-Vision Award for Telework Leadership in Higher Learning. Monica has been at the forefront of the telework movement in the United States dating back to 1990 when she had her first opportunity to be a teleworker, supervise teleworkers and manage a telework program. She also works with business, government, economic and community development organizations on promotion, research and technical assistance supporting broadband awareness, access and adoption. Prior to joining WSU Monica led a consulting firm that provided presentations, consultation and training on telework, compressed workweeks, flextime as well as community and economic development for public, private and non-profit organizations. She was at QWEST for fourteen years working in operations, customer service and public affairs.

Monica is the Vice Chair of the Inland Northwest Partners and serves as the telework expert on of the Washington State Interagency Commute Trip Reduction Board. She is on the Advisory Board for the National e-Commerce Extension Initiative and on the Association for Commuter Transportation (ACT) Telework/Alternative Work Schedule Council as well as ACT’s Public Policy Council. Monica regularly participates on the Telework Exchange Visionary Committee. She served as an advisor to the Puget Sound Regional Council Vision 2040 award winning Kitsap Telework Pilot Project. Currently she provides telework and flexible schedule expertise on the Thurston Regional Planning Council’s Changing the Way we Travel project.

With over 30 years of experience in telecommunications-related initiatives and her passion for the role digital technologies can play in improving lives, business and communities, Monica is often asked to speak at local, regional and national conferences.
